Over the past two decades, Nigeria has witnessed a notable transformation in its dispute resolution landscape. From a starting point of minimal formal ADR mechanisms, the country experienced rapid growth in alternative dispute resolution initiatives—driven both by the novelty of ADR and the widespread dissatisfaction with the delays and inefficiencies of the conventional court system.
Recognizing this momentum, ADR Center launched a comprehensive project in Nigeria to expand and institutionalize access to ADR mechanisms across the country. The focus: to strengthen ADR infrastructure and improve the commercial dispute resolution climate, especially for micro, small, and medium enterprises (MSMEs).
This initiative targeted three diverse states—Lagos, Kaduna, and Abia—selected for their potential to serve as scalable models for ADR across Africa’s most populous country. The project tackled structural, legal, institutional, and human capacity barriers, laying the groundwork for a more accessible and sustainable justice ecosystem.
To develop a robust and replicable ADR framework, ADR Center implemented a multi-layered strategy that combined legal reform, institutional development, and stakeholder capacity building:
Conducted state-by-state assessments to determine the most suitable types of ADR mechanisms for each jurisdiction.
Evaluated the performance and scalability of existing institutions such as the Lagos Multi-Door Courthouse and the Citizens Mediation Center.
Identified case types most appropriate for ADR, particularly those relevant to MSMEs.
Drafted new ADR laws and proposed amendments to existing legislation.
Designed operational manuals for newly established ADR centers.
Developed implementation strategies for court-annexed, court-connected, and independent ADR institutions.
Designed and delivered an intensive mediation skills training program for 22 professionals across the three pilot states.
Collaborated with universities and legal training providers to establish long-term capacity-building programs for judges, lawyers, and mediators.
Launched public sensitization campaigns targeting key stakeholder groups including judiciary, legal professionals, and business owners.
Organized tailored workshops to raise awareness about the benefits and procedures of ADR.
Provided ongoing advisory support to local partners and institutions.
Developed performance indicators to monitor and evaluate the efficiency and sustainability of the ADR mechanisms.
This comprehensive project significantly enhanced Nigeria’s commercial dispute resolution infrastructure by creating a more cost-effective and accessible pathway to justice for individuals and businesses.

Drafted legislation and policy guidance adopted by stakeholders to formalize ADR structures.
Lagos’ first-ever Settlement Week, a landmark achievement that resulted in 62 mediated cases, supported by targeted workshops for judges, lawyers, and mediators.
Strengthened collaboration between public and private ADR actors, laying the foundation for nationwide replication.
By improving access to justice and reducing the time and cost associated with dispute resolution, the project contributed directly to a better investment climate in Nigeria. Through structured mediation capacity, legal innovation, and stakeholder empowerment, ADR Center helped turn ADR into a vital part of the country’s legal and economic development.
