The first step in this project was to conduct an in-depth ADR needs assessment to understand the existing landscape of administrative dispute resolution in Turkey. This assessment aimed to identify the challenges, gaps, and opportunities within the current administrative judiciary framework.

Stakeholder Engagement: ADR Center worked closely with key stakeholders, including judges, government officials, legal professionals, and other relevant entities involved in administrative disputes. On-Site Mission: ADR Center’s International ADR Expert, Leonardo D’Urso, traveled to Ankara in early 2020 to meet with local stakeholders and beneficiaries. This mission allowed the team to assess the current status of administrative dispute resolution practices, discuss needs, and refine approaches for introducing ADR mechanisms in Turkey.

Comparative Analysis: As part of the assessment, ADR Center reviewed best practices from EU countries that have successfully integrated ADR mechanisms within their administrative justice systems. This comparative analysis provided valuable insights into how Turkey could adopt similar strategies tailored to its unique legal and institutional context.
2. Action Plan Development
Following the ADR needs assessment, ADR Center developed a comprehensive action plan outlining the steps required to introduce ADR mechanisms into Turkey’s administrative judiciary system.

At the conclusion of the assessment and analysis, ADR Center delivered a comprehensive final report. This report outlined the main findings from the mission and desk research, offering strategic recommendations for the next steps.
