IMPROVING THE EFFECTIVENESS OF THE ADMINISTRATIVE JUDICIARY AND STRENGTHENING THE INSTITUTIONAL CAPACITY OF COUNCIL OF STATE

Within the Framework Contract CC 176/2019 for the ‘Project 1257 Improving the Effectiveness of the Administrative Judiciary and Strengthening the Institutional Capacity of Council of State’ the Council of Europe has selected ADR Center to implemented assignments related to Project Activity A.3.2. ‘Identifying ADR Mechanisms’.

SELECT ACTIVITIES

(with relation to the first assignment)

Conduct and lead the ADR Needs Assessment to take stock of current state of affairs, needs, challenges, resources, options and potential approaches for introducing ADR mechanism to ease the burden from the administrative justice system in Turkey.

International ADR Key Expert, Leonardo D’Urso, took part to a mission in Ankara from 3 to 6 February 2020 to meet the stakeholders, beneficiaries and consult with Seckin Arikan, the Local ADR Expert.

Draft of Mission Report by ADR Key Expert – outlining the main findings of the mission and desk research including:

  • Identification of the state of affairs with regard to the introduction of pre-trial ADR mechanisms
  • A proposed action plan outlining methodology, indicators, piloting criteria, and timeline for the implementation of the activity
  • Presenting a couple of comparative EU country examples and experiences
  • Recommendation about designing, monitoring and evaluation of the training sessions for curriculum, training materials, target groups and intended results.
